You can use Adobe after effect to make 2D photo into 3D , you can find tutorials on youtube regarding this

3D is endless. Simple 3D icons can be made in Photoshop.

Select 3D in Photoshop (click on Window in the menu and find the 3D option) and there you can convert your icon into 3D.

As far my knowledge, After Effects is used to make videos.

Adobe Photoshop is a good tool to make such effects, or you can use Corel Draw too.

Often, online tools with similar effect have weak functions. And more often applied a watermarks. Offline graphics editors (for example Photoshop) can do this quickly. It’s better to learn graphic skills and create what you need or order icon.
