As others have suggested, create your portfolio, feature it on a blog or sample urls you can reference in an email or DM. I'd stay away from setting up a niche forum unless you really knew how to work them. Become a JrVIP on BHW and offer your service in the marketplace, or by answering appropriate posts in the freelance section. Offer to do freelance jobs at about half price, or take payment at the end of a job to stand out. Review what people are asking for, that may not be provided by the competition, and be the one really does deliver it. That kind of thing.
