What is your site about?
I also have a PR4 site which makes me decent money, but I built that site dedicated to what I wanted to sell.. It doesn't have thousands of visitors per day but it sells.. PR can be good for credibility (especially in case of SEO services), but it's a bullshit really and doesn't mean anything at the end of the day...

Depending on what the site url is find if there are edms and make an authority site around related keywords. Target like 3 keywords first,after u are successful bringing them to the first page expand so on and so forth soon you will have an authority site up and running and perhaps built your own network in time to come.
