Well yes you need traffic, first decide your niche and then find suitable products.. Build a landing page or blog
Google GDPR and read up on it, it's too big and important for quick reply

You need to decide your niche first. There are many niches that you may go for like for example Make Money Online, Health, Fitness, Dating, Pets, Self-Improvement etc.

You require certain tools to your email marketing campaigns before starting like

- Auto responder (like Get Response, Aweber, Constant Contact, MailChimp)
- Website (html or wordpress)
- Hosting (to host your website or landing page)

You have to make a beautiful landing page with email subscription box to entice people to subscribe to your list.

You will find suitable landing pages if you search on google images with term make money online landing page, to get an idea.

Then bring traffic to these Landing pages using various resources, like PPC, Article Marketing, Social Media contacts etc.

When user subscribes to your list, you will present them with an offer immediately related to the Niche after they enter their details. This is how you build a list as you now have their permission to send emails to them whenever you want.
