How can I make backlink through url shortner and how can i index it

I guess he means to say that how i can anchor linked the short url, is that correct Rahul?
 
URL shortening is achieved by using a redirect which links to the web page that has a long URL.
Below are the ways to index link in google:
  1. Log into Google Search Console.
  2. Navigate to Crawl Fetch as Google.
  3. Take the URL you'd like indexed and paste it into the search bar.
  4. Click the Fetch button.
  5. After Google had found the URL, click Submit to Index.
 
Just Google "url shorteners 301" in Google and you'll find sites that let you shorten your URL.

Then build links to those 301 with cheap PBNs, web 2.0s, GSA, whatever floats your boat
 
Generally speaking, shortened URLs won't index. However this doesn't affect their ability to rank a page. I've been using them for a long time and can still work depending on the keywords used
 
I would also like to know if HOW to make a shortened url from bitly can act as a backlink. I have seen it as backlinks on several websites.
 
1. Create Backlink
2. Get regular clicks/traffic on that short url.

Thats it.
