Don't listen to does who say that its "over-saturated" and "its a waste of time". I started my movie site not even a year ago and its doing really well. Great traffic from search engines, lots of traffic from social networks, a whole bunch of backlinks from sites that have added my site to their 'Top Movie Streaming Sites' articles.
Here is what you do (what I did)
1. Get your domain (obvious). I went with something brandable, but its your choice.

2. Find a wordpress theme. There are a lot of wordpress themes out there that are designed specifically for streaming movies. They can fetch every info about a movie with just the IMDb id.

3. Find an host who doesn't care about DMCA. This is where you are going to spend some money. You can start off with cheap shared hosting (I did this) but you're definitely going to need to upgrade.

4. Set up the site. Use Yoast Seo. Have the following pages: Privacy Policy, Terms of Service, and a DMCA Notice page where you explain that the movies are hosted on third-party servers, that your site is not affiliated with etc. etc...

5. Start adding movies. You never host the movies on your server, nobody does that. You use video hosts. I recommend Openload. Use at least two different video hosts. A lot of the movie sites out there used to use picasa as a host, but picasa is going away, so they have now figured out a way to host via blogspot (I haven't figured this out yet).

6. How to get the movies? From torrent sites. There are sites out there that let you stream movie torrents online (do a google search). The way they work is that you go to a torrent site and copy the torrent link/magnet url and copy it into the 'site' and it will download the movie to its servers in like a minute depending on how many seeds the torrent has, and lets you watch the movie and also gives a direct download link. You grab that download link paste into the remote upload function of the video host that your using and the movie will be uploaded to your account in a couple minutes.

7. How to Monetize? MGID ads - Ad-center - Propellerads - just a popup, lots of money.

8. How to get traffic? Try not to put ads/popups on your site for the first few months. Instead, contact webmasters and ask them to add your site to their top movie streaming list (I did this). Join facebook groups. Reddit - there are a lot of subreddits for streaming movies online, find them and post your movies. And most importantly, keep adding movies. The more movies you add, the more traffic you get.
