First, you need to be JrVip to sell services like reviews even if it is responding to a Want to Buy or Hire a Freelancer post.
If you feel you have been scammed and it was a transaction that was initiated on BHW then you can open a Shit List complaint against the other party.
You may not always get your money back but the scammer will get banned from BHW.

English is not that person's main language so it is just a language issue. I do believe they mean get money for doing something.
