How to knockoff software

How do I go about finding someone or software to basically "knock off" a simple software program? I understand the legal ramifications of my question, but want to explore my options.

detail: I have a simple software program that conducts a brief personality test. Basically I want to replicate this program while making som changes to it to personalize for my industry. Why reinvent the wheel?

You won't find such a person, you need to write a spec like everybody else and sift-thru all the BS. You get what you pay for etc.
