To increase PR
Get good quality contents which should have 2%min and 3% max keyword density
Make sure to use the best KW related to your service or product
When exchanging links, make sure to exchange it with sites having PR more than yours, preferably sites with PR 3+ are good to exchange 2 way links, for the rest sites do only 1 way exchange
When optimizing your site via analytic make sure you keep your robots.txt updated and keep Google bots visit your site
Keep a track on when the G BOTS makes a visit, as soon as they do I would suggest you to change the contents after that and request the bots to visit again.
For BLOG make sure to update your blog with quality ad quantity contents which are SEO RICH on daily basis or in intervals of 3 days min.
Try to get link exchange form sites like .net, .org if possible and if those sites have more than PR 3 then it is a bonus
Make some forum post and do some SMO for the blog as well - BHW is a good place to start a forum post.
