Simply having high Pagerank does not guarantee rankings. Sites that legitimately have high Pagerank tend to have more links and those links tend to be higher quality. These sites also tend to have higher quality content which attracted those links. That higher quality content tends to generate good usage signals. The Google ranking algorithm looks at over 100 factors which includes links, content, usage and many other signals. The combination of those factors is what leads to high rankings not Pagerank.
Build backlinks and make sure people are coming to your site

For page rank you need some high rank backlinks. You don't need too many but they must be do-follow to pass on rank.

Hello, I am in the same situation than myownhero.
Could you give few example (the most effective) of 'baclinks directories', 'Social bookmarking', 'Web 2.0 sites', 'Articles Submission' etc...since I have a confusion about few of them.

submit your blog to directories, Social bookmarking sites, share in Face book and twitter. then article submission. More or less get back links. thats the only way dude.

I may be wrong but for me Facebook and Twitter are Social bookmarking sites.
