Create more than one campaign. Within each campaign, split into multiple different ad variations. Keep the ad variations that yield the highest results and increase the budget for them.
 
Good CTR but low conversions usually means an offer–audience mismatch try testing 1–2 new landing page variations and a tighter audience to align the traffic better.
