DA, just go for links with high DA. The amount is the more important thing
TF is VERY difficult. You need to create some few high TF links that the majestic spider index. The fewer the better. TF highly penalizes the amount.
So weirdly enough, if you go to increase DA like you will be decreasing TF at the same time. This is why I love these two metrics at the same time. They are like the day and the night.

Do you mean that the more links you create, the lower your TF goes? Or do you mean the diversity of niches lowers your TF?
301 is the fastest way to increase DA
I don't think that's how it works, unfortunately. I redirected domains to my own sites before. What I found out was that even though the links were getting redirected and reindexed, my DA needle wasn't moving.
Manipulating the DA with Google redirect links is easy.
But increasing DA (especially along with other metrics -- DR and TF) can be extremely hard.
For example, even the domain age is a factor. So, you really cannot increase DA fast if your domain is new compared to your competitors.
We have to understand that DA is nothing but a way of judging a site's ranking authority.
Theoretically, if you bunch together a group of sites in your niche, with an average article length of around 100 words, and your site's average article length being 500 words, your DA will go up automatically, everything else being equal and Google preferring a higher number of words for that keyword.
Frankly, I would be a hypocrite here (since I too chase backlinks all the time) and say that the best way to increase a site's SEO is to
first create an awesome site!
Then link building and social signals, and everything else.
Everything should go hand in hand.
