Scrapebox is good as a stand alone as well as with a submitter. All tools have their own strengths and weaknesses.

It really depends on competition and the other websites ranking. If you are ranking for the keyword 'facebook', it would be impossible. But if you were ranking for the exact search 'book of faces for me to add as friends' it would be much easier. See what I am saying? Same thing goes for local SEO. If you are ranking for a town with 10 people with internet connection, it should not even require money -- and vice versa.

You need a bit more budget or you can help yourself buy creating quality backlink for yourself. Try writing quality articles on your own and then create quality web 2.0 sites and get backlinks to your money site. Also it depends on the competition of the keywords you are using.

But the backlinks should give you some boost.

But nothing guarantee the no 1 spot on google. Its all hard work
