If keywords are low competive you can do it yourself, save your $ 30,- and use the search button on the upper left, there is everything you need for free, and if it is your first seol project you can learn a lot from it and it realy fun to do it. Try to rank the keywords both in the top 3 after that go for the long them keywords.

Honestly since you have no experience with SEO I would manually create articles that point back to your site and read a lot about offsite seo works. Save the money you have and invest it in Scapebox (as some one else mentioned) Without SB you won't even begin to get off the ground with backlinks. (IE harvest your own list of wiki, social networks, article directories, social bookmarks.) Then you should try out Ultimate daemon for $47 per month. Download spinner chief 2 and learn to spin your own articles down to word, sentence, and paragraph nesting. Then use SB to harvest your ultimate daemon website list. Use UD to blast your spun articles on the sites you found.
All in you should pay this amount:

buy JR. VIP, create a BST ... the service you're providing is of low target (my mom doesn't need a VPN and neither does 90% of the globes population) so instead of hoping to overcome HMA SEO wise i would rather invest my time and money into getting my product where my targets hang out

Like others have suggested do the work manually. There is a blog called quicksprout that has some nice seo and linkbuilding guides that would be a good place to start out. Good luck!

The more you build, the better result you will get.
Now, go to the BST section here in BHW forums, ( Seo - Link building ) and brows threads to see the one fit you.

But if you can make 90% of the globe need a VPN then I'd say that is success. I'm sure most people at school/work would want to be able to access facebook.

$30 is little too less, allthough i love your idea of trying something at $30 Than giving up , you can try some services in BHW Xrummer services at $20 to $30 if you are lucky you are ranked for few days.

What I would do if I where in you position is to go to http://www.opensiteexplorer.org/. At the bottom of the entry box you will see "compare sites" click it and put your site in the first and put the site that is ranking in 1st place then click compare. This will give you a list of things that you must do to get to the first page.
It seems my site it too new, they haven't got any data on it.
