It depends on the type of traffic you want. Whenever i start a new site I advertise on adfly the traffic is rubbish, but its very cheap and they usually over-deliver.

Paid ads or SEO. There´s just no way around it. If you want fast results then paid aids. If you don´t mind waiting then SEO is your best bet.
