How to get human searches, time on site, and sharing

I am trying to find the best system possible to improve results for my clients. They are local merchants and produce content that no one is really interested in. I know that actual time on site, social engagement, etc. is important. I am using crowd source services like Microworkers, I am worried it might not work. Anyone have any ideas? I am also looking for links, the only ones I am using now are one that come from Press releases I do from PR Web. Anyone have any idea how I can get relevant links without the cost as well as make the content appear socially active. Thank you.
