I've been doing High PR3-9 EDU backlinks but it didn't help my site's PR.

I don't know why no one mentioned this, but it has been discussed and tested before. Multi Language adds on page rank.
Translate your site in another language besides English, maybe your native or so and add a multilanguage option. Just don't use google translate, it wont work.

You got Pr3-9 links from the actual page/homepage or a new page? How has it been since then? Google doesn't update the public PR every week.

You have to build lots of high PR do-follow links to your site from pages with as low OBL as possible.

High PR / low OBL links. More the better. PR really doesn't have much of a meaning now as it used to in the past, but still a good factor when flipping websites.

It's profile backlinks, it's been a month there anyway. What do you suggest?

Do everything you feel you need to get as much traffic as possible, comment on blogs, be an active social media member, post on forums, add your site on a directory list. PR will come.

I have given that consideration: I think that to be effective you have to setup the website at the very start to be ML. Anyone recommend the best plugin to use? I have asked several theme sources if they were tested against ML and NONE of them ever replied.

The translation could be done by machine but still needs 'massage' by a human native in the language(s) of choice. Given the latter, can't let the bots crawl on the translated pages until there are proofed: one slip and the whole site gets hit for duplicate content!

At $10 /pg (500 words) for good proofing there is a need for a good budget as well. For a site that is building good content on a budget this is a challenge.

Even with increase in PR, there is still no guarantee of SERP position #1 unless there is a lot of other good stuff driving it there, which might be a better source of focus. I do agree there is great potential with ML but resources have to be available and not at the cost of any other details to success.

I am not sure of the niche you are within but fiverr have some competent writers. I have been using one where I get 6 500 articles for $25 which appears cheaper than you are using. The writer I have used has done around 75 articles for me so far 'amitbt'.

At one stage the writer tried to spin scraped articles which I immediately jumped on. Kepp on top of it, the articles are decent quality and at $4.17 a pop they are perfectly fine.

I am sure the cost saving would pay for a suitable word press plugin for multi language. Type wordpress multilingual into google and you will see several options. I cannot vouch for their competence.
