Its simple, just add high PR links(PR5-PR8) and your PR will increase accordingly.

Thank you.
But if i add low PR links (PR0-PR1) this means my PR will decrease accordingly.

No it will increase but not that much. The higer the pr of the sites that link to you the higher the pr change in your site from these new links.

Just keep building backlinks from high PR do-follow sites. The higher the pagerank the better obviously, lower pagerank backlinks can help too but you'll need a hell of alot more.

IF you are a complete noob, High PR blog comments are best to start with.

Submit your website in high PR websites. Do more link building work like Article directories submissions, Classified ads posting, Press release submissions, Blog and Forum postings and participating more on Social media. Always try to submit your website in high PR websites only.

When it comes to PageRank, it isn't a matter of adding up all the pageranks of the links and dividing according to how many there are. Each significant (non-spam) link adds up PR juice. How much it adds up is a mystery but all you can do is to continue building them. However, there are a lot of factors to be considered such as PR, domain age, relevancy of links, niche and many more.

Usually, a few or at least a dozen PR5+ links will do the trick.

Start building high pr(inner pages)manual blog comments & your page rank will increase on the next update for sure :).

I see sooo many sites ranking high with low page ranks... does G even care anymore? Serious question.

Pagerank is used for when google is gonna index your site. It doesn't have anything to do with your SERP movement.

Having a high page rank may mean:

1. Easier time to rank for certain keywords (assuming your competition have low PR) because your highPR may usually mean that you already have highPR links pointing at your site

2. Less risk on getting sandboxed since higher PR usually mean, in most cases, that the site is to be trusted.

So yes, G cares.

Why are you running after PR. try getting more traffic and conversions.

if you really want to get good PR try getting backlinks from links on authority sites with higher PR.

Good luck

if you do everything else right the PR should look after itself, don't waste time thinking about it.

Google PageRank can be increased solely by increasing the number of number of quality backlinks pointing to a webpage.

Google PR is just one of the 200 factors that decide the fate of a website. I don't think you should be worried over numbers that change only 3-4 times a year. Rather there are much effective metrics (traffic, conversions, ROI, SERPs etc...) which need your attention.
