I guess the easier-said-than-done idea would be to attract traffic that's ready to be converted. For example, why do people stress ranking for keywords with buying intent? Because these users are literally telling you, "I'm waiting for the right sales pitch and my wallet is ready!" If SEO is your thing, look for easy-to-rank KWs that are associated with actually buying an item. If you're using social media, find hashtags and groups that seem to foster a lot of the type of activity and engagement you're looking for.
And don't be afraid to scope out what your competitors are doing. Where does their traffic come from (are they ranking for a term you didn't think of)? How can you emulate their success (or avoid their failures)?

I actually agree with this sentiment in practical application. If you do these things in bulk, and the content is well put together and is something people are looking for - then traffic will follow.
Also, it's really hard to answer a question like this in absence of more specific information. Different stuff works for different niches, and I could illustrate that all sorts of ways. For example, pulling traffic in the movies niche is a lot different than pulling traffic in the "how to get good sleep" niche. I mean it's a lot different.

That's one way to get traffic but most of them will be untargeted.
