Scrape articles from article directories. Use free spinner and you are good to go.
I would use Wordai but as you are on lower budget, that's best I can suggest.

Another method is, Goto Expireddomains.net enter your Niche Keyword, You will get lots of Expired domains. Check if that domain is indexed or not.
If the domain is not indexed in google then Goto Archive.org enter that domain to see the content on the website before it got deindexed/expired.
Grab some articles and Run them through Plagiarism checker on smallseotools.com, Add some more content if you want to the article and use the Content if its unique.
Do it only if you are tight on Budget. Though only high quality content is recommended for pbn but you can try this method if you want because you get it for free.

If you can swing $18.90, and a bit of credit for copyscape, you could automate most of the process with SEO Content Machine. If (though it's a big if) you set everything up right you can get reasonably readable content that indexes.
I suppose it depends on whether the $20 will save you enough time to be worth it and not better spent elsewhere.

You can hire writers on iwriter.com to write 500-word articles for $3 or 300-word articles for $2. The majority of them will be low quality articles because the premium and elite writers on there ignore low-paying articles. I used to write for them and that's exactly what I was doing.
Despite the low quality, they are still better than spun articles, so I suggest you consider this first. If you still can't afford them, search for an online spinner (they're free) and spin relevant articles from article directories.
That said, It's not advisable to use spun content on your PBN blogs. Spun content is a big footprint that can get your PBN deindexed.

Posting low quality content at PBN would cause de-indexing for the PBN. Be careful.

I saw a few threads in the marketplace here with people selling pbn content that was looking really good as low as $0.80 per article, or even lower, just do a little search, if you don't find the thread immediately open a few that talk about that and check the signatures too, many people from the marketplace advertise their sales threads in the signature.
