How to get backlinks from high-authority pages that don’t sell them?

Hello folks,
I’m currently working on outreach to my competitors’ backlinks. I’ve exported all of their backlinks with a DR of 70+ and have been contacting these sites to buy backlinks. However, 99% of them aren’t responding.

I’m curious—how do others manage to get backlinks to their websites? Most of these websites are service-oriented or product-related, and they typically don’t seem to sell backlinks.

Could it be that SEO agencies work with them through some trade or partnership?

I don’t understand how some of my competitors manage to secure backlinks from sites that generally don’t sell them.

Any ideas or insights?

Dude, offer something they want/need. Or show that they're doing something wrong and this is a better way of doing things. Not everything can be solved with money.

Competitors often secure backlinks through partnerships, guest posts, digital PR, content value, broken link building, and leveraging agency networks, rather than just buying them outright.

yes, you'd need to offer something in exchange, without it, they will probably don't bother to answer you
