What do you mean? like a BTC core cold storage wallet that connects through a vpn at starbuck? Get a laptop with tails os, go to starbucks, connect to a vpn, download bitcoin core then install it. Do you business destroy the laptop, then repeat when you need another anonymous wallet.

In my eyes, OP is trying to buy services/software from bhw members.
so break it down:
1) you need a wallet anonymous (not the problem)
2) you need to fund your wallet anonymous (might be a problem because of limitations and restrictions in western countrys) --> try find a wallet that allows you to pay with debit cards that are funded with cash, or even buy a debit card that somebody already loaded with cash, be creative
3) pay anonymous with the created wallet (maybe you got some high volume limitations, but when that happens, just create new wallets and split the money)
4) if you're in the mile high club and wanna cash out lots of money anonymous... contact me ;-)

OP there is thing called "TOR", you can search anonymous wallet in TOR.
