The onpage SEO is where you should start, not links building. Optimize your site first, then look to build high quality links to your site.
 
Get quality traffic through backlinks. Put more effort and time into SEO. Best of luck.
 
Its the same getting to #1 as it is getting from <100 to <10. Decent quality backlinks, on-page SEO tweaks, internal linking, decent content.
It just gets harder the closer you get to #1. And you need to keep going back over everything you've done so far and tweak it to make it better.

Heres a good tip if you haven't done so already, look at other decent pages on your site, that are getting traffic, and then link from them to the pages you are trying to push up in the serps.

Make sure your content is better than the results above you and optimized with your keyword in the headings and content, and mentions terms related to your keyword in a natural-looking way. Everyone's saying get more links, and maybe you'll need that too, but for some keywords, I'm in the top 3, outranking sites that have way more links by getting the on-page SEO right.

contextual high quality backlinks with good traffic. Also you can increase the length of the content on the pages that you want to rank higher. Make it like an ultimate guide sort of.

One way is Do some reverse engineering on your competitor's site and replicate it. Else it's difficult to answer the PERFECT solution because it depends on many factors like KW difficulty, niche, and link profile.

Update the content regularly based on the user intent, build backlinks consistently from the relevant authority sites, and look at your competitor to get the ideas.
