Many advertising accounts are held by Facebook, we always prioritize you to message Facebook Support directly, but if you can't, you can do the following! I really hope I can help you.

1. Delete all old campaigns on the advertising account.

2. Access the link:
https://www.facebook.com/payments/risk/preauth/?ad_account_id=(ID_ADS ACCOUNT)&entrypoint=AYMTAdAccountUnrestrictLinkGenerator),
remember to replace (ID_ADS ACCOUNT) with your ADS account ID.

3. Create a new campaign with a budget of $2.

After the campaign reports being reviewed, you can continue running without being held.

We applied this method about more than a year ago. Currently, Facebook's money hold feature is unavoidable. If you don't want to temporarily hold money from Facebook, use a new account. Because when your advertising account has money temporarily detained, when you use it later, it will continue to have money temporarily held
 
We can deal with some situation by creating a new campaign, then the hold will disappeared after about 10 minutes

I have tried this method before and it worked, but when I run it, the error still occurs. Be careful with accounts like this, because sometimes it will hold money at any time and without notifying the advertiser (hidden hold).

yes bro some accounts have errors that cannot be fixed so we always prioritize you to message support, in addition, in my experience if the account threshold is small, you should do the above method 3 times, fb will hold and see that you pay in full and the next times will be able to change a few
