How to EXCLUDE end buyers?

Firstly I'd like to say THANKs to anyone makes a reply.

I'm trying to create a Google Ads Campaign to promote:

• wholesale service for tumbler business (WHOLESALE ONLY)
• customization service for tumbler business

target audience in a word: someone looking for a supplier

• business in targed countries that selling tumblers
• someone searching for bulk price/wholesale price
• FBA sellers seaking for suppliers
• tumbler brands that looking for customization services
• etc

the ads is running, but most competitors are Amazon or b2c platforms.

I think that's because of most clicks are from end buyers.

any advices please?
