I am trying to figure out how to change the background on youtube videos on the viewer page, as opposed to just the channel.

E.G.
http://www.youtube.com/watch?v=QpzixcudSt0&feature=plcp
http://www.youtube.com/watch?v=roY6RseK5cw&list=UUsD7zvGKkqB7GvQpygW2few&index=4&feature=plcp

Does anyone know how this is done?

I think youtube chooses who can do it.

You need to have a branded channel to do that. You can buy a branded channel starting at a few thousand $$.
