Just add content to your site and then buy some links. After this alredy step by step you will find out more and more...

I can not sign in to paypal from my country. Paypal not supports my country.

Is there any other process of making payment on Fiverr ?

Try to find someone who is willing to exchange it for you or pay for you and you pay him with a different method

You can look in BHW BST section to purchase any seo services that you feel better for your rankings.

Unique content, if its a blog site post at least ten quality posts over a few day and make sure you do your keyword research.
If your using wordpress there is also great free plugins for helping with SEO like: "All in one seo" or "SEO by Yoast"

Fiverr now offers a debit card where you can withdraw your earnings to.
So you can bypass paypal that way.

That feature was only added recently, so check your fiverr account under "REVENUES".

I wouldn't say the whole site is bad, but it is possible there might be a few bad sellers.
