Hello, there is many seo service that says that their backlinks are manual outreach ?
Where to start to do manual outreach ? Is there a list or something ?
 
Do it manually. So look for sites that are in the top 100 for your desired keyword, do outreach to them and try to get them to link to you. Also, see where they get their backlinks from, and do outreach to those sites as well.

There, manual outreach. Google for templates, and how to select the websites for relevancy and authority and try to negotiate the pricing down. Hire a freelancer if you can't do it yourself.

People who claim manual outreach but then give lists of sites are a bit sketchy in my opinion. True outreach would be based on your needs, not on the sites that they have which "could fit" your needs.

There you will get all the pages that write about that category or niche.

You contact them and tell them that you write them a free article in exchange for them putting a link to your website.

The easy answer is that Manual Outreach is the process of Link Building.
By researching and finding relevant websites to either your services or blog.
You then contact the Webmaster or Owner of the blog to ask for a so called “Guest Post”.
 
It takes a lot of time and patience though, but if you have a decent budget and a quality sites you can get some nice links this way.
