I am starting as a FreeLancer in Web design. But my worry is that I dont have any rated profile. It is a fresh one .And there are 1000s of them already. SO how can I get some job. Is there any guide or black hat guide for that or how can I do it. Please help me out to make my life better...

your best bet is to start at odesk.com
fill up your bio.. have a portfolio and in the beginning keep your rates lower than your competitors

I started off full time freelancing as web designer last year - my best suggestions from what I have found are:
Like the suggestions above - enter design competitions etc , if you dont get picked - you at least can start building up your portfolio.
Try offering your service free to one user on some of the forums, get good feed back - and work will start to come in, or that person will most likely come back to you with more work - if u kept them happy with your free web site
Build a kick as portfolio site, showing of all you skills.
Ask some of your friends online if they need a website, build it for free - or for the price of a coffee or something - stick your "Web Design By" link in the footer - and see if you can gain leads - a lot of clients don't like having web design links added to there sites - which now I have a steady flow of client work - I offer a small 5% discount to allow me to leave my design link in my work - all advertising is good advertising as far as I'm concerned with web design
And to sum up - there is no quick route really ( as already mentioned before) it took me 2 years working in my spare time ( out side of my full time job ) till i was able to dive in full time as a freelancer.
So stick at it, and best of all with ever design you do you will get better and better

If anything, be ready to be paid jack didly squat.
I dont know with web design, but as a desktop application developer, i am constantly being undercut by people. And it doesnt matter about my past experience or how much of a better job i can do. Some people just want the cheapest route and as long as it works it works.

So it is a time consuming one. I have some projects running and it is difficult for me to concentrate on this too. But I will try. Oh it i takes years to establish. But as deelow said, if some one bids for 30$ where I am getting 600$ here, then what should I do.

Get out into the real world, find your local small business owners group and attend their meetings. Introduce yourself as a web developer, and you'll start getting some business. If you're good and you charge the right amount, word will spread locally.
Never undercharge. You can do things cheaply, but if you undercharge by too much it's harder to be able to charge full amounts later.
Finally you need a profile to show off your previous work. It doesn't matter if your previous work isn't actually live or if it's freebies for people you know, just as long as people can see something. Don't rip-off somebody else's portfolio, somebody will find out and call you on it.

Stay away from 99designs and other design competition sites. you'll work your ass off for nothing.
A client I worked with originally put something on 99designs, didn't like any of their work and hired me to do it. All those guys worked for nothing. Design competition sites and Odesk, who monitors your work around the clock, are slavery 2.0.
