You need facebook ads accounts to run your campaign.

But normal I do simple.
When I placed a foto/text on fb you can promote under the picture.
Is that not good?

First i need to know what your product is?
Create a new ad, don't target any location or radius of the ad, the only thing you target is the country NETHERLANDS and the gender of the customer you are targeting then monitor your ad, if it still works and there are no results, there are only 2 reasons:
1. Your images, content, and prices are not as attractive as your competitors
2. No one is interested in your product
