How to deliver Giveaway offer after closing thread

Started-up a thread to give away guide on how to.... to those interested.
Unfortunately,i did not keep track the number of those who have indicated that they might be interested in this offer. Now, the thread has been close prior reaching the indicated number's.

Now, how do i send offer to these member's who had indicated that they might be interested?



Note : i can't send pm to them now.

You cannot do that.

All downloads have to be on an approved download site with a virustotal.com scan and posted in the members download section.

They cannot be promotional in nature and cannot have affiliate links in them as well.

Edit: PM can be put to use only when you're doing a freebie when user's details are mandatory. (IG likes, views etc....)

No he is not allowed to deliver a PDF/download via PM.
