As I know, the method without phone verification has been discontinued. You need to get a mobile proxy and a PV service then you can create unlimited accounts if that's what you asked for.

You cant create a gmail without providing a phone number so its impossible to create unlimited gmails.

Use clean residential IPs with unique browser profiles. Most of the times they wouldn't require phone number.

If you want to automate it through a Gmail creator software then you'd need a SMS verification service integrated.

I thought you can just create the accounts? They usually dont ask for phone verification unless the specific IP has signed up for too many times

That is the reason why gmail need a phone number.

Sooner or later the IP will be flagged and you need a number to create a gmail.

Well, you could at least add a " ? " in your thread title.

For the method, try register using online phone numbers. They're free, but most of them won't work to verify Gmail because they're already used for Gmail, so try to buy some phone numbers and use them! OR just buy a verified Gmail account.

Note: You can create more than 1 Gmail with 1 number, I don't know exactly what's the limit.

Note 2: Why Gmail specifically? you can create an unlimited Protonmail account without any verification, you just need to not be a robot : D.
