How to create Gmail accounts without Phone number?.

So after creating 1st account without needing to put my phone number, when I tried to create another after like 30 minutes I can't leave the phone number field empty, what method should I approach to prevent that step from being triggered?
I need like 15 Gmail accounts

Usually this will happen if you try to sign up with the same IP multiple times. The problem is that even when you change your IP you will most likely face a phone block at first as a lot IP Providers are already blacklisted by Gmail itself. Blacklisted meaning that they will get a phone block, not impossible to register.

You have 2 options basically. Either you can create a WTB Thread and ask for 15 gMail accounts (they are pretty cheap, like 5-10$ for 15 Gmail accounts or so), or you keep on creating them on your own. What you need for the second option is atleast 10 IP's and a SMS Provider like Textverified or SMSPVA that can recieve SMS Verifications.
 
I could do once every 2 or 4 days. I dont know why but I cant do it everyday w/ the same IP but like every 3 days it lets me sign w/ new account on same browser
 
I wonder if very public, shared IPs (like university campus, medical campus, etc.) are allowed higher thresholds before triggering SMS verification.
