You are not the only one. Try using a Mobile proxy to set up the account and use it for research then add payment

When you added your serve card to bing ads? Did you use a random Billing Address?

I think so not sure though, I was able to just go to the store and buy it. There is no registration when you use it. So long as you can get the temp card use a proxy from the US and your off to the races

One last question, did you use a fake name when signing up for bing ads or did the name in your bing ads account have to matchup with the owners name thats attached to the Serve card?

I created the Bing account, with a generated profile. I then used the serve temp card as payment. The temp card you can use any name you want will go through. But I did have them match
Ok, now I'm confused. So you purchased a Serve card from CVS. I'm assuming you registered the temporary serve card on the Serve website using your Real Name, SSN, Address, etc. But when you added the serve card to the fake bing ads account, Bing allowed you to use any Billing Address and Name and the card was still accepted?
