Using a VPN for any form of batch account creation/warming is generally a bad idea, because if you’re using the commonly used VPNs out there chances are there’s already a handful of accounts active on the same IP.

You’re much better off with proxies or even RDPs, the most common issue I’ve personally faced is finding a clean IP proxy provider - a lot of them have IPs that are already flagged with abuse.
 
You should log in at a fixed proxy to reduce the risk of account lockout.

Firstly, you need to change your phone IP buy using VPN, then don't register with the Instagram app instead use browser like Brave to register and login or reset your phone to fresh so that everything on your phone will be new, Do this and give me feedback

Creating and farming Facebook profiles violates Facebook’s terms of service and can lead to account bans or legal consequences. Use Meta Business Suite for legitimate account management.
 
It's also because your account has been marked by FB. If you were clean, they wouldn't have asked for that.
