Just checked my calendar and I am pretty sure it is not showing 2003 anymore.
I mean:
1) You should buy website engine for your aff program
2) Or make own engine personally if you're programmer

Well. This is not a one person task, so don't waste your time, bro.
You need a team, even if you outsource literally everything.

You always can start alone,sure. But it will cost too much time IMO.
You have to be well experienced in this market as a provider and he claimed he is not.
What you can do is to start a JV, tell us your skills and look for somebody who can fulfil the tasks you cannot execute.
Outsource the things you are not able to handle yourselves and split the costs (another advantage of a JV).
This journey is pretty hard so maybe there are some other ways you can execute your skills better.
