How to create a remote Link Building team?

Hello! We're paying quite a lot for SEO services every month. The results are okay but I want to take Link Building in-house as we have perfect On-Page SEO. The question is how to create a remote Link Building team?
Does anybody has an experience in that?

I am wondering what positions do I need? Writers? Link researches? Outreach manager? Editor? Should we buy them tools or to let them do the outreach manually?

You can get a freelancing guy who can do part time for you 2 seo people and 1 content writers will be good if the site is not too big. If you have technical work you can do outsource.

I have two content writers,one link builder and one seo people

It is all depends on your website. I have seen 1 person running and taking care of the whole site except content writing and designing in fulltime. its all about how big your site is.
