Creating even 1 Facebook account can be a huge pain. They've got some advanced security solutions and fingerprinting. Simply switching up your IP won't do much here, as even Residential proxies not always work.

In this case it is much better to just buy votes (just be aware they're not from dozens of random locations, as this might result in sanctions too!)
 
Create several fb accounts is quite messy and might be even more expensive than if you just buy them.
Reach account requires a phone number, proxies, browser and other tools. If anything breaks (e.g. - proxies ran out of time) - whole account may be banned. Perhaps it's really easier to buy accounts or votes for your poll.
 
It just a waste of time to create 500 Accounts for a single poll.

You need to download the facebook app on a mobile device, get a couple of proxies, then study device fingerprinting. Its not as easy as it use to be and you need to be skilled in computer science if you want to do it yourself. There are ton of resources on google for the self learner.

Is it a must to use paid proxies or VPN? Can't I just use my phone data switching Airplane mode on and off would change my ip address?
 
For me, the case of creating a 500 Facebook account = i'm using mutilogin app + 4g mobile proxy that matches my country.

In the case of 500 votes, I would probably use the smm panel service because it is faster and requires less money.
