Do some research on google for "ubuntu squid proxy". I can't do everything for you.
On digitalocean, by spending $4 per month, you can have 2 proxies.
You need a floating ip as the second proxy. The second is way harder to setup than the first one but not impossible.
To do this you need some knowledge about ubuntu and command line.
