How to Creat Amazon Affiliates in Asian Country?

Hello can anyone help to crate the Amazon Affiliates Program.. my country is not in the list of amazon affiliate. Can i create the account by adding country USA, or any other..(without getting band for Future...) Please let me know..

It should not matter Your country..just join usa site..you can still promote worldwide.
