How to cluster keywords based on relevancy ?

I just googled "keyword clustering tool" and found several sites. If you don't mind paying for this you can use one of those sites, otherwise you can probably do it with excel (just don't ask me how to, because I'm clueless. All I know is that excel can do pretty much anything that involves sorting, filtering, clustering, etc)

You take keywords, and you see how relevant they are to each other.
Is there an overarching theme?
And then try to come up with questions based on those keywords.
You can do this on your own based on your experience with your niche.
If you don't know where to start, you can feed those keywords into tools like AnswerThePublic.
Once you get the those cluster keywords converted into questions, then you can organize the questions into an outline for distinct articles.
The main challenge here is to avoid keyword cannibalization.
