I just found an expired domain name and I am getting around 25 domain rating in ahrefs checker. Is there any other way to see if this website has a good authority? Thanks!

There are plenty of tools to check Domain Authority,
But, One of the Best & Authentic tool is moz.com

i personally suggest you to use ahrefs.com, you'll love it.
There are 7 day trial plan for $7.

use ahref itself and check if the link juice is worth value

Use Ahrefs i think it's the best one. while it checks the domain Auth. they gives you a backlink report as well. ( top 10 backlinks ) all for free

Moz can be a good place to check the DA. With both, Ahrefs and Moz, check for the DR and DA of the linking-domains giving out the links, whether the links are DF or NF, then check how relevant are the backlinks, is the domain having any organic traffic, is the domain ranking for any KW and then arrive at your own conclusion whether that domain is worth it or not.

DomDetailer from @jimbobo2779 on here is great for quickly checking domains.

Cheers mate.

Will it show if the domain has been previously penalized?

DomDetailer will show the following stats for domains:
Moz DA, PA, links and rank
Majestic CF, TF, links, referring domains and the top 3 topical trust flows
Facebook Shares and Comments and Pinterest Pins

How Can You Check Domain Authority? You can check Domain Authority using Moz's Link Explorer, the MozBar (Moz's free SEO toolbar), or in the SERP Analysis section of Keyword Explorer. Domain Authority metrics are also incorporated into all Moz Pro campaigns, as well as the Moz API.

Use moz, ahrefs and majestic to know many kinds of details like site backlinks, keywords, anchor texts, spam score, referring domains, IPs and authority of the domain to finalize the real SEO value of your selected domains.
