How To Change Owner in webmaster tools?

i had a website in my webmaster tools (as owner).also i defined other users for access to my Website GWT.(restricted access)
then remove my website from main GWT account (owner).but other users still have access to my site in their webmaster tools.

i want to create and verify my website in GWT as website owner with one of secondary defined google users.i did it.but GWT do not request me to verify ownership and directly add my site with restricted access.
how can i reslove it?

You want one of the secondary users to become the owner?

If so you should probably remove the secondary user's permission now, then log in as the secondary user and add the site to the panel. As you've disallowed him first, he'll be required to verify.

I'll refrain from asking why the heck you want to do this.

exactly this is my problem!
GWT add my site without any verify (with last restricted access).
even i delete my site from secondary user,then add site and result is same!(without verfiy)

aslo i delete website from primary users and i can not delete other defined users.
i think it is google bug.when i delete website form main user(owner) google do not delete other secondary users.

As Secondary user is being previously defined so you don't need further verification.
