How to change my IP address perm?

I used this method to change my IP address perm
  • Go to "Start" > "Control Panel"
  • Left click on "Network and Internet" and then select "Network and Sharing Center". On the left side choose "Change adapter settings"
  • Right click on your network card and from the drop-down choose "Properties"
  • Under the "Networking" tab chose "Internet Protocol Version 4 (TCP/IPv4)" or "Internet Protocol Version 6 (TCP/IPv6)" and then click on "Properties"
  • In the next window you have option between "Obtain an IP Address Automatically" and "Use the following IP Address"
  • You need almost always to select "Obtain an IP Address Automatically" to change IP address automatically. The other option, namely, "Use the following IP Address" is used for manually configuring a proxy server.
  • Then, click on "OK". Your IP address should be changed
But when i go to google and type ip. It shows same IP..

I wanna change my IP bcz i am making new account on youtube, my old one got suspended.

I would google how to do it via command prompt. It might sound difficult and advanced but it's not. You just open command prompt enter a few lines of code which you can find on Google and then your IP address changes. This is the case with Comcast and most other internet providers.
 
You don't need a new IP to make an account on google for YouTube.

try typing into your browser your IP Address / 192.168.1.1 and find "Mac Address" and change the last box, reset router and you should be good.
 
If your internet provider gives you a static IP, you cannot change it like that. You should just call them and ask them to change your IP. Additionally, you can always buy a proxy or a VPN, this will allow you to change both your IP and or apparent location which might also be beneficial.

If you are not getting a static IP, just reset your connection and you will usually get a new IP, but I guess that is not the case for you?

Exactly, so their is no way to change my IP unless call my internet provider?
 
I've never had such an issue. Why not change it within a browser itself? That will change your system IP address anyways.
 
try to check here whoer. net they show all ip leaks because of various plugins
