Hi gays, I am an SEO rookie and I want to build an external link for my new website. I collect the contact information of some bloggers. I want them to link to my website. What should I do? Do I need to pay them?

Yes right. Some bloggers might demand $$ to place the link including the HQ article it seems. It actually depends up on the metrics of the blog.
 
As your website is new you should start foundation backlinks first like profile backlinks, forum backlinks, business citations etc.

Agree. Work on getting more backlinks from forums, share your site on social media. It will be easier to get more backlinks from other bloggers once they see the value they may get from connecting with you.

It's a new Shopify e-commerce website, it's hard to build backlinks, I can’t find a reason for bloggers to link to my website.
 
Get some profile backlink, web2, forum & comment backlink first as your site is new. Get some traffic rolling than outreach to other blog. If you offer them quality content for free they might not charge you, otherwise you gotta pay

Simple, dont build any for the first 3 months minimum unless you want to get slapped down. then begin building 1-2 per month on a bi-weekly basis to ensure steady indexing and avoid a flood of them being discovered at once.

Use generic anchor texts and link to a variety of target pages.

Yes, definitely if you want to link with high authority website, you have to pay for it, you have to do guest posting, you can negotiate with them, or you can try link roundup, as some good DA websites look for sites to create roundup, maybe they can provide you a free link, you can try, hope it helps!
 
If you want the quality links you should pay. If you are a starter just wait for a month. after you can start to build a link
 
Build a proper PBN. If you have a high budget buy high quality guest posts.
