Building PBN would firstly require $$$. That's the basic! Either you purchase those expired domains with good TF/PA/DA, etc, or you will still need money to invest into a server that contains scraping tools which will yet again cost money. Even if you build web2.0 type of PBN, also need money - you need to purchase some of those expired web2.0 accounts for faster access, etc. Google has definitely made things more expensive in order to manipulate their SERP.
