Strictly speaking, there's no above-board way to circumvent tax deductions for these things. I can reasonably see "migrating" where the tax is less though, if you catch my meaning. Gotta make sure your tax authorities don't cotton on though, haha. Trust me, those guys have their methods and you can get in seriously hot water for that sort of thing.
 
Prepare another advertising account, before adding payment method, set currency to another country, for example Hong Kong. If I remember correctly, Philippines, US also do not collect VAT
