But think about conversion!!!! Even if it ranks No:1 for a selling keyword. Do you think people trust your site and buy from your link? 90% of people visit your page and goes to next result. You will get less than 10% of conversion.
And in most and most of the cases those 10% conversion never meet your cost of setting up SAPE and GSA. Before getting your ROI your page will get deleted. I am not telling this out of assumption, have tested it personally and dropped.

So now they can learn a lot more on how counter spam that doesn't at all look like spam to reg users. Since they have full control of the g+ network, they will learn and adapt what they learned to google algo as a norm. Surely they've done that for quite a while now but its interesting how google.com and g+ are in an epic symbiotic relationship.
