How they are doing this ???

i found some pages on playstore... that having all their app ranked and listed on top apps list each time they launch one.

how they doing this ? can anyone help me postmortem this ... all the apps are no less the crap. and full with ads... their is no thing like user experience.

all the apps have 100k+ installs.. new reviews are 1 star mostly... but starting reviews are 5 star .. <i know they are exchanging review and add fake review on starting >

i have money to invest... i can provide reviews to app like this man doing... i can create no-complex app....... if anyone can tell how things work on playstore... how i can implement my resources..

They're paying for those downloads and reviews!
The only place I know you can do this is featurepoints but there are tons that im sure will be mentioned!
