How should I do link building with low budget?

Hello,
I am trying to rank on few keywords mostly with difficulty less than 30. I still haven't been able to get 1st page rank on the intended keywords. I have created 15-20 blogs around the keyword. I keep optimizing the content and did all the on-page stuff that I could. I do tier 2 web posting, free article/blog posting, classified and PR almost on monthly basis. I have also tried forum and social media posting. I have come to realise that these techniques do work but on a limited scale and not in the direction that you want to. I thought of doing other out-source techniques like guest posting or PNB. I have this fear if google will ban my site. How can I identify guest post that could be helpful for me on a longer run? Doing it on PBN still a correct choice? How can I distinguish it? Basically, how can I start with link building with low budgets? Maybe after I start getting work I could be able to spend on better links.

It's almost been a year learning SEO on my own for my website. I am fairly new to it and also don't have enough expense to hire anyone.

My friend, open 20 -30 paravan blogs and link them in themselves and add profile backlinks from sites with high pa value, if you want, I can give you a list . or I can help you for a fee . but you can definitely open users with keywords and build profile backlinks and you can upgrade them by adding comment backlinks to the paravan blogs you have opened . and add edu backlinks to your main site, I have a nice edu backlink list in this.

I apologize, I wrote in my own language :D so create blogs with keywords from sites that provide free blog services and add articles to them, but do not add links to all of the articles, this way you will not fall into spam

I see, can you share me the list.That would really be grateful.
I have tried to do profile linking but not that much and only to the main site not to the blogs. I haven't done any from edu.

Finding quality links on a tight budget is difficult, but not impossible
 
Technically, you can't buy good links with low budget
Most of the cheap packages won't help
Just invest in kw research and content creation atm

Yeah, that's something that worked for me last year with one of my sites.
There was a guy here who shared a big list of those sites with high DA.

Did you buy 20 domains for 20 of your blogs? And these sites have been around for a year?
 
Create a facebook page for the blog, add the blog post you want to rank in the page and boost it. Target 3rd teir countries.
 
Focus on quality guest posting in your niche. Avoid PBNs – too risky. Try local directories for some easy wins. Use your best content to get backlinks by reaching out to relevant sites.

What's stopping you from engaging in niche related forums with two accounts and mentioning your website there subtly.
 
Is it a new site or have you been trying to rank for a while now?
 
If you are on a budget but have time then digital PR is the way to go. You can do it all manually just research journalist that cover your niche. Look historically what kind of articles they publish (and when). Create something similar with a twist or updated data and then reach out.
